Progress Report

Financial

Projections as of April 7, 2011 are that we have a surplus of $7000, with a few loose ends to clear up. This includes allowances for landscaping, gravel, completion of the dental bus stop and a new generator. Any surplus will be used to buy medical equipment. This building has been financed completely separately from the operating accounts of the Community Health Care Society. We have requested that the society direct depreciation costs to a sinking fund to be used for eventual replacement for this building.

The Vancouver Island Health Authority (VIHA) has leased this building for five years as of April 1, 2011.

Construction

The building was turned over to VIHA on April 1 and they commenced operation from this building on April 5, 2001.

The heat pump is installed and the in-floor heating operational. A new generator has been ordered to be installed in June. This was delayed by discussions with Union Bay Credit Union (which is taking over the old building) as to whether it wanted to buy the exisitng unit in-situ. The dental bus hookup and the landscaping are proceeding in April. The costs of these are included in the financial projections.

The building is completely wired for future electronic communication needs including telemedicine. The electrical system includes the capability to automatically transfer specified services to the emergency generator and includes sine wave conditioners for critical equipment.




This is the view from the front door, in mid January 2011. The reception desk is straight ahead. To the left is the doctors' secure area. To the right is public space with the room for the LifeLabs technician or other equivalent use, a washroom and an adequate waiting room.

The doctor's secure area contains their office, two interview rooms, a two-bed treatment room, a washroom, a drug lockup and a storage room. The washroom is fully handicapped acessible including a shower large enough for a wheel chair plus attendant. The treament room is also accessible through double doors at the back of the building, for patients being transferred by vehicle. The secure area can be completely isolated from the public area by locking the door on the left and closing off the reception area.



This picture shows the layout of the new clinic cluster, taken 1 November from what was once the end of the Health Care Building parking lot. The smaller building to the right was used for construction storage until the new building was locked up. It will now become the service building for the dental bus, which will park to the right of it.

Progress on the job seemed to slow in late summer as the silly season wound down. But in hindsight, it progressed steadily. The building was "locked up" in the last week of September. The roof, walls, windows and doors are secure.

The siding and soffits are complete and a lot of earth moving has been done. The two black panels on either side of the front door will feature designer shingles.


Hydro was hooked up on 27 October so we now have heat and light as required. Power has come through a panel in the construction office until now. Wiring inside the building will be done early this week. Wiring for a future local area network will be installed after other work in the crawl space is completed.
